The Help pages refer to a Peak EQ filter and how to use it. But it doesn't appear in the Audio Effects on the Edit page. Nor can I use the Add process described in Help.

Has this feature been removed from 6.2, or does it have a different name?

In the newest version of AVS Video Converter Peak EQ filter has been included into Band Filter effects set.
After you apply Band Filter effect, right-click it on the timeline, choose Properties and set Type to Peak EQ.
