Why can't i get 100% cpu load while converting i only get 35-45 % cpu useage

I'm useing version 9.0

input video file:

format : mp4
resolution = 2560 x 1440 (1440p)
size = 4.63 gb
lenght = 00:17:26
FPS = 60
bits = 38085 kbps
recorded by = Nvidea shadowplay

output file:
Profile = HD video 1080p : h.264/acv, 4200 kbps, audio MP3 , 256 bps ( standaard profile)

Please try to change the conversion priority in AVS Video Converter - see the screenshot attached.

Dear user,

The CPU load depends on many parameters, such your PC properties, input and output file settings (codec, bitrate, frame rate, frame size), resize type, and many others.

You can also increase the conversion priority in Task Manager: click Ctrl + Alt + Delete - choose Processs tab, then right click on AVS Video Converter and AVS Video Converter Host processes and choose higher priority on both processes. We do not recommend to choose higher than Above Normal to avoid problems.

Some outdated or missing drivers may also trigger this issue. By updating your drivers to the latest version, you may fix it.
