Please add a tilt shift filter effect like this:

As far as I know it can be done with doing gradient blur filter from top and from bottom of image.
Strength should be adjustable.

Thank you for suggestion. That's cool that you gave an example.:-)

I would say it's rather transition between scenes, than effect. Guassian Blur transition in Enhanced cathegory of transitions in AVS Video Editor is quite similar. Don't you agree?
