For a long time, the DVD format has supported different camera angles. While very few "Hollywood" movies use this feature, the capability is there. Is there a way to take advantage of this feature using the AVS Authoring Software?

No, unfortunately, not. There has been no necessity for camera angles support when editing/converting DVDs, therefore this feature is unavailable.
