I too was frustrated with the "limited" Menu capability of Video Editor. However, I was able to find a work around. I don't know if this might help you, but, here is what I did.
1) While in your project, drag and drop a scene into your Timeline you would like to appear as your menu (it could be part of a clip or a still photo).
2) Click on the scene and click "Text" to add text to the scene. You have full Text Editing capabilities here.
3) Once you've done that, take a snapshot of the scene and note where the snapshot is stored.
4) Locate the snapshot in your Work Area, then click "Disc menu". You should be able to see your snapshot.
5) Drag and drop the snapshot into the Working Area.
6) Blank out the "Disc Menu Title" under "Settings".
7) You can then add your own music by clicking "Browse".
8) This is the menu Video Editor will use for your movie.
9) Finally, delete the scene from your TimeLine.
