Need to be able to set the Default for transition effect duration to less than one second. Currently if I set the default in settintgs to .5 and click OK it will change it to 1. I can set it to .5 in proporties after the effect is in the movie but I need to be able to set the DEFAULT so that they will already be .5 when I add them.

Actually there is a limitation regarding default transition duration: minimum default duration can be set to 1 sec. However, as you have already mentioned, it is possible to set duration to less than a second manually. Unfortunately, this is the only possible way.
