How do I scramble a person's face in a video so they can not be identified? This person moves around in the video so the scramble would need to move as they move their head.

Dear user,

You can try to apply Blur Effect to your video, but you need to set the position for it and as the person moves,
change the position of the effect.

I think there is no efficient possibility how to apply a moving blur effect to the video with AVS Video Editor, you should look for another software
